Check Pipeline AccessCheck if the current user's team has access to custom processors. Custom processors are generally available: every team has access and can create/iterate. Kept (always-true) for backwards compatibility with deployed frontends and API integrations that still poll this endpoint; creation volume is governed by the per-plan creation allowance, not by an access gate.
